Boundaries for Attendance to Doral schools will Change starting 2019-2020

Ms. Susie V. Castillo, School Board Member for District 5, held an informational meeting for parents of Doral Public Schools on February 13th at John I. Smith K-8 Middle Learning Center.
In attendance were the Principals, administration staff, teachers and PTSA from all the schools in the Ronald Reagan/Doral Feeder Pattern, as well as a good crowd of parents interested in understanding the process of reassignment of attendance boundaries that will take place in the area starting in school year 2019-2020.
Attendance boundaries are the areas that define which children will attend which school depending on their place of residence. A public school is mandated by law to register all children that demonstrate they reside within its boundaries. Only the School Board can decide and mandate when to cap the registration at a school.
Doral currently has one public High School and four K-8 centers in operation, with one new high school and one more k-8 center projected to open in by 2020.
Once those two new facilities are built, a group of students will be relocated to balance out the amount of students on each school, which will alleviate overcrowding and positively impact the educational environment. Deciding which and where students will be relocated are the objectives of the Attendance Boundary Committee (ABC). Parental involvement and participation is a key component of that committee to ensure that the needs of the community are met with the changes proposed.
Who is on the ABC for Doral?
In 2017 Doral schools where placed on ‘advised’ status within the School board, meaning their enrollment increase was taken into consideration and the construction of new schools was planned and budgeted to relief that situation. This year they will be on ‘targeted’ status, meaning that their boundaries will be analyzed and changes in the short term will be decided upon completion of the new facilities.
Ms. Castillo will be holding over time more informational meetings for parents “to make sure that our community is aware of what changes to expect in the future.”
“Next year, as we begin the ABC cycle for changes to be implemented in the 2019-2020, we will be hosting community meetings for all schools in Doral to present the community with proposed boundary recommendations and to get feedback from the community. It is imperative that parents and community members attend these meetings to provide their plans, desires, and ideas for redistributing boundaries.” For 2017-2018 the appointed members of the ABC committee for District 5 are Mrs. Corina Orozco and Mrs. Jennifer Horruitiner.
The ABC season starts around October 2018 and lasts until April 2019, for changes to be implemented on school year 2019-2020. Periodic meetings will be announced to make parents aware of the different proposed boundary changes and to collect input to make those changes positive and smooth for the students and the community.
What changes will be expected?
Mr. John D. Pace, Superintendent of the Central Region, where Doral Schools are located, also addressed the community at the meeting to explain the ABC process.
“This is the time for planning before the more formal meetings that will decide changes start happening” said Mr. Pace. “All our schools are close or above 100% capacity and adding new schools will provide a relief so everybody has the most conducive learning environment. You already have great schools but we want you not to worry for not having enough space at them. We want to continue having the great quality of Doral schools.”
According to figures provided by Ms. Castillo’s office, the current enrollment at Doral schools is: John I. Smith: 134.32%, Eugenia B. Thomas: 109.07%, Dr. Rolando Espinosa: 90.13%, Reagan/Doral Senior: 101.68%, Dr. Toni Bilbao: 41.34%
To relief and balance those occupation numbers in the next two years the area will have a new high school, after the conversion of the current JIS Middle Learning Center at 102nd avenue and 52nd street, expected to open for school year 2019-2020 and a brand new K-8, located at the Grand Bay area (NW 77 street and 102 avenue) that is expected to be ready by 2020.
Depending on what the ABC advises, new boundary lines “will be drawn to determine which students will be attending what school, from what we know right now, the changes will be for the 2019-2020 school year and no additional changes are planned for the future” informed Ms. Castillo.
How can parents be involved?
Parents are key players on the ABC equation. Their input is fundamental, not only to decide the boundaries but also on requesting the programs and services that they would like to have offered at their schools.
When children are relocated to a new school they will continue receiving any special services they have at their current school and even though programs at the new schools are being discussed, it is expected that “all the new schools in Doral will have the same level of education that is offered in all other Doral Schools, including but not limited to choice programs, Cambridge curriculums and bilingual curriculums” that are currently available.”

Límites de Asistencia a Escuelas de Doral Cambiarán en 2019-2020

La Representante de la Junta Escolar para el Distrito 5, Sra. Susie V. Castillo, celebró una reunión informativa para los padres de las Escuelas públicas de Doral el pasado 13 de Febrero en John I. Smith Middle Learning Center.
Asistieron los Directores, el personal de administración, los maestros y PTSA de todas las escuelas públicas, así como un nutrido grupo de padres interesados ??en comprender el proceso de reasignación de los límites de asistencia que tendrá lugar en el área comenzando en el año escolar 2019-2020.
Los límites de asistencia son las áreas que definen cuáles niños asistirán a cada escuela según su lugar de residencia. Una escuela pública está obligada por ley a recibir a todos los niños que demuestren que residen dentro de sus límites. Solo la Junta Escolar puede decidir y ordenar cuándo limitar las inscripciones en una escuela.
Actualmente, Doral tiene secundaria pública y cuatro centros K-8 en operación, con una nueva escuela secundaria y un centro k-8 adicionales proyectados para abrir en 2020.
Una vez que se construyan esas dos nuevas instalaciones, se reubicará a un grupo de estudiantes para equilibrar la cantidad de estudiantes en cada escuela, aliviando la sobrepoblación, con un positivo impacto en el entorno educativo. Decidir quiénes y dónde se reubicarán son los objetivos del Comité de Límites de Asistencia (ABC por sus siglas en inglés). La participación de los padres es fundamental en ese comité para garantizar que las necesidades y expectativas de la comunidad se cubran con los cambios propuestos.
¿Quién participa en el ABC en Doral?
En 2017, las escuelas de Doral se colocaron en estado de “observación” para la Junta Escolar, tomando en cuenta las proyecciones de aumento en su matrícula y en consecuencia se planificó y presupuestó la construcción de nuevas escuelas para aliviar esa situación. Este año las escuelas de Doral entran en estado de “revisión”, lo que significa que sus límites serán analizados y los cambios a corto plazo se decidirán una vez que se complete la construcción de las nuevas instalaciones.
La Sra. Castillo realizará en los próximos meses más reuniones informativas para padres, “para asegurarnos de que nuestra comunidad conozca los cambios que se esperan en el futuro”.
“El próximo año, cuando comencemos el ciclo de ABC para implementar cambios en el 2019-2020, organizaremos reuniones comunitarias en todas las escuelas en Doral, para presentar las recomendaciones de límites propuestos y para obtener retroalimentación de la comunidad. Es imperativo que los padres y miembros de la comunidad asistan a estas reuniones para comentar sus inquietudes, planes, deseos e ideas para redistribuir los límites”. Para 2017-2018 los miembros designados para el comité ABC representando Doral y el Distrito 5 son Sra. Corina Orozco y la Sra. Jennifer Horruitiner.
La temporada de ABC comienza alrededor de octubre de 2018 y dura hasta abril de 2019, para que los cambios se implementen en el año escolar 2019-2020. Se anunciarán reuniones periódicas para informar a los padres sobre los diferentes cambios de límites propuestos y para recabar información para que esos cambios sean positivos y fluidos para los estudiantes y la comunidad.
Nuevas opciones y cambios propuestos
El Sr. John D. Pace, Superintendente de la Región Central, que incluye Doral, también se dirigió a la comunidad en la reunión para explicar el proceso ABC.
“Este es el momento de planificar antes de las reuniones más formales que decidirán los cambios que ocurrirán”, dijo el Sr. Pace. “Todas nuestras escuelas están cerca o por encima del 100% de su capacidad y agregar nuevas escuelas proporcionará un alivio para que todos tengan el entorno de aprendizaje más propicio. Las escuelas de Doral son excelentes. No queremos que los padres se preocupen por la falta de espacio, queremos seguir teniendo la gran calidad que están acostumbrados a recibir en las escuelas de Doral.”
Según las cifras proporcionadas por la oficina de la Sra. Castillo, la matrícula actual en las escuelas de Doral es: John I. Smith: 134.32%, Eugenia B. Thomas: 109.07%, Dr. Rolando Espinosa: 90.13%, Reagan / Doral Senior: 101.68%, Dr. Toni Bilbao: 41.34%
Para equilibrar esos números de ocupación en los próximos dos años, el área tendrá una nueva escuela secundaria, convertida a partir del edificio de JIS Middle Learning Center ubicado en la avenida 102 y la calle 52, que se espera que abra para el año escolar 2019-2020. También se construirá y un nuevo K-8, en el área de Grand Bay (NW 77 y 102) que se espera estará listo para 2020.
Dependiendo de las decisiones del ABC, se decidirán nuevos límites para determinar cuáles estudiantes asistirán a cual escuela. “Los cambios serán para el año escolar 2019-2020 y no se plantean cambios adicionales para el futuro”, informó la Sra. Castillo
¿Cómo pueden participar los padres?
El papel de los padres es fundamental para el éxito del ABC, para decidir los límites de asistencia y también para solicitar los programas y servicios que les gustaría que las escuelas ofrezcan.
Cuando los niños son reasignados a una nueva escuela continúan recibiendo los servicios especiales que tienen en su escuela actual y se espera que “todas las escuelas nuevas en Doral tengan el mismo nivel de educación que se ofrece en las demás, incluidos, entre otros, las electivas, Cambridge y programas bilingües. “
