City of Doral Council reached final decisions on Traffic Light Cameras and Public Libraries.

These two issues have been on the table since the beginning of summer.

On July 1st the Traffic Light Cameras were disabled while decisions were made on how to handle the administrative process of hearings for drivers who received red light violation tickets to be in compliance with an amended state law. Due to not reaching an agreement during the meeting of July 21st it was deferred for August.

In the meantime, another important issue affecting the community arose on July 16thwithin the Miami-Dade County Commission budget discussions, involving the possibility of closing the Doral Library Branch along with other 21 branches in the Public Library System, as part of the proposed budget constraints to comply with maintaining the property tax millage rate.

Both situations were controversial and directly affected the quality of life of Doral residents. Therefore all Councilmembers collected all details that would help them make the right decision, first and foremost having the wellbeing of the residents in mind when issuing their vote.

The fact that the discussion on these issues was set for the August 21st Council Meeting gave the community enough time to organize themselves, collect signatures, conduct polls, request statistics, find precedents, and provide Councilmembers with ideas and all supporting documentation they needed to be prepared for reaching  an agreement to finally declare both situations ‘Capitolo Chiuso’.

All Councilmembers feel pleased with the outcome of these discussions and commented on their reasons for their vote and the impact these decisions will have for Doral residents.

The Traffic Light Cameras will resume operation immediately

The ordinance and two resolutions related to this issue passed 4:1, only Mayor Luigi Boria opposed them.

”This was the appropriate decision to take. We had some good statistics shown to us by our Chief of Police and also the City Attorney who said it was going to be really costly to get out of the contract at this time. This is something we definitely have to keep an eye on. The contract comes up again in June 2014 and we need to continue to watch the statistics and be able to negotiate a new contract.”

“I believe it does save lives and is a service for our citizens. We are going to see they are for the betterment of our community to keep our children, our citizens more safe. I do not want to risk taking down the cameras and starting to see deaths. A life is something we can’t bring back. It is better to be on the safe side.”

“I think what the people of Doral truly wanted prevailed at that Council Meeting. I know there were some interests to eliminate the program but I think we reached enough consensuses with the rest of the council as well as from the people that were there that day speaking on behalf of the cameras.  My main motivation for supporting the cameras is public safety. That really should be the only reason why anybody supported the initiative, to save lives. “

 “The decision in this issue is two-fold. There is whether or not we want the red light cameras, but there is a greater issue which is the actual contract. We can’t get out of this contract without paying the company and there is one year left on it. I really want this contract tagged so it is renegotiated and if the city decides at that time to continue, we get a larger portion of dollars to implement the safety programs my colleagues want to implement. if this is a good program and there are vendors out there who provide the service, let’s cut a better deal for the city of Doral within the year and start sooner so we are not caught up closer to the expiration and look for options to renegotiate no later than in 6 to 9 months to have enough time to make a decision.”

“I am supportive of moving forward with this but I would really like to see the revenue since we are in the budget process, to have staff come back to us and have information to possible use that revenue to the implementation of the countdown clocks at the intersections. I think they are very helpful. Maybe also as part of the public safety feature, we can purchase more of those vehicles that we can place in the medians to inform people on their speed. I was in the City Council when we had that tragedy along 114th avenue and we lost a child in a very tragic fashion. We do not want to see that happen again. I am supportive of the passing of this ordinance.”

Vice Mayor Bettina Rodriguez Aguilera:

“I think that the decisions that we took are the correct ones. We need to do what is the correct thing to do and it sometimes is not the popular thing to do. When I interviewed residents I saw they did not understand the issue of the Red Light Cameras. Contrary to popular belief, the cameras do have a positive impact for residents with 94% of them not getting a second ticket. Tickets for right turn on red light are not issued; and the tickets are appealable. The idea is always safety, a safety attitude.”

“We ensured in this meeting that we do have counters in the intersections although that has not yet been implemented. The most important part is that any monies left have to be earmarked for programs for public safety. Those motions I presented were approved.  The residents understand it is a positive thing for them and we did the right thing for people. It did not make any sense to pay almost $700,000 for breaking a contract before expiration”.

“The hearing office will have a negative impact because we have to have a great magistrate, a lawyer, a secretary, and a city clerk. Moreover, we can have a lot of people coming to our City Hall to appeal their citations and we might face some problems with upset constituents. Therefore it is possible that we may have to assign two officers to these hearings to ensure everything goes smoothly. The financial impact could be high as well. “

Those were his reason for being the only vote opposing the Ordinance that would provide the city with the provisions and procedure to handle the Traffic Light Cameras program. However, being that the resolution passed 4:1 Mayor Boria, said that the cameras that were turned off in July will start operating again immediately.

On voicing support for Doral Public Libraries and demanding from the County the service residents deserve

“We are very happy that the County made the decision to keep our libraries open but we do not know how long that would last and it is unfair for our taxpayers to see our libraries close when you pay that with your taxes. “

 “The message that resolution sends is that Doral is going to be watching and we are going to be coming with a solution in case something happen. We have to stand up and say ‘thank you, we respect and are grateful for the decision, but we will keep watching and we will not let it slide’.  That was the purpose of the resolution. We edited it, the Mayor felt more comfortable and we found consensus. We need to stand up for and support the civic efforts of the people.”

“I think that the County is not giving us as much as we are giving to the system. I think the Library system that we are paying for is better than we are getting, but I think the fact that the libraries will remain open was a positive outcome, the best outcome we could have hoped for and hopefully this issue won’t come back in the future. I think Doral sent a strong message. We told the County we are not going to put up with second rate services; we demand what we pay for. Our job as I said to the Mayor, is that when we are at the Council Meeting  we do not defend the County’s interests but Doral interests, that is why we were elected and we have to let the Commissioners know as Councilmembers what our citizens want.”

Councilwoman Sandra Ruiz:

Although Councilman Ruiz was not present on the voting of the resolution about Public Libraries, she expressed a few days before her support to the efforts the citizens made collecting signatures and voicing their need to keep libraries open, and she also looks forward that in the future Doral can count with Public Libraries that correspond to the amount of money residents are paying for the service, as many other municipalities in the country do.

Vice Mayor Bettina Rodríguez Aguilera:

“I did not want that resolution to be changed, I feel our residents deserve more than they are receiving. We are paying millions of Dollars a year to the county and it is an atrocity for the County to even consider putting our libraries on the list when we are giving more that we are receiving. In the City Charter it says we should receive from the County a service adequate for the amount that we are paying.  And it is not only with our libraries but also Fire Rescue.”

“I think it is time to put our foot down and send a strong message to the County. And I also wanted to put emphasis that in no time do I want to separate us from the Library System because I think it is important for our residents to access the library countywide, but I do believe a small library in a strip mall, although it is important not to have closed it, is not adequate for the amount of money we are giving them. “

“Although the Mayor did a good job on helping keep the libraries open, I still think it is important to let the County know we need a better representation of the library system. It is the right thing to do, something for the betterment of our city and I will be always vigilant on this issue.”

Mayor Luigi Boria:

“I had numerous conversations with Mayor Carlos Gimenez and Commissioner Jose Pepe Diaz.  I also met with Mr. Raymond Santiago, Director of Miami Dade Public Libraries, we had a long meeting where we discussed that Doral is a providing city and it was unfair to close our libraries. We are paying more than $1.5 million in taxes towards our public libraries. That was our main point as to why they should not close our libraries in Doral. The reason why I at first opposed this resolution was because of the way it was originally written. After Council discussion, our City Attorney modified the wording and once the changes were made, I supported it.”

Besides having the Council finally reaching consensus on these matters, the most positive aspect of the discussion of these items has been to see the Doral community actively participating to defend their rights, voicing their opinions and attending the meetings.

Only active communities with civic commitment are able to reach results that are beneficial in the long and short term by influencing their representatives to make the right decisions. That is what the Doral residents did on these two issues allowing the Council to make a real difference for the benefit of the City.

Those are great news. It is a sign that Doral residents are truly evolving into committed citizens.

‘Capitolo chiuso’

Concejo Municipal de Doral concluyó decisiones sobre Cámaras en semáforos y Bibliotecas Públicas.

Dos situaciones que han estado en el tapete desde principio del verano fueron resueltas en la más reciente reunión del Concejo.

El 1 de julio, las cámaras de los semáforos fueron desactivadas mientras se tomaban decisiones sobre cómo manejar el proceso administrativo de audiencias para los conductores que recibieron multas por infracciones de luz roja, para estar en conformidad con la ley estatal recientemente modificada. Como el Concejo no llego a un acuerdo en la reunión de Julio, se acordó diferir el ítem para discutirlo en Agosto.

Mientras tanto, durante las discusiones presupuestarias en la Comisión del Condado de Miami-Dade el 16 de Julio, surgió otro tema importante que afectó a la comunidad. Se planteó la posibilidad de cerrar la Biblioteca de Doral junto con otras 21 sucursales del Sistema de Bibliotecas Públicas, dentro de los recortes presupuestarios propuestos para continuar manteniendo la tasa actual de impuesto a la propiedad.

Ambas situaciones fueron controversiales y afectaban directamente la calidad de vida de los residentes de Doral. Por lo tanto, todos los Concejales se abocaron a la recolección de detalles y evidencias que les ayudarían a tomar la decisión correcta, teniendo en mente principalmente el bienestar de los residentes al momento de emitir su voto.

El hecho de que el debate sobre estos temas fuera fijado para la reunión del Concejo del 21 de agosto dio tiempo suficiente a la comunidad para organizarse, recolectar firmas, realizar encuestas,  generar estadísticas, formular peticiones, encontrar precedentes, y proporcionar a los miembros del Concejo toda la documentación necesaria llegar a un acuerdo en la reunión y por fin declarar ambas situaciones “Capitolo Chiuso’.

El Concejo de Doral se siente satisfecho con el resultado de estas discusiones y comentaron a continuación las razones de su voto y el impacto que estas decisiones tendrán para los residentes de Doral.

Las cámaras de los semáforos entraran inmediatamente en operación

La ordenanza y dos resoluciones relacionadas con este tema pasaron con votos 4:1, donde sólo el alcalde Luigi Boria se opuso.

Concejal Christi Fraga :

“Esta fue la decisión que correspondía tomar. Recibimos estadísticas muy importantes proporcionadas por nuestro jefe de policía y también el abogado de la ciudad explicó que sería muy costoso cancelar el contrato antes de tiempo. Este es un aspecto que no podemos perder de vista. El contrato vence en junio de 2014. Tenemos que seguir vigilando las estadísticas y negociar un nuevo contrato, pero mientras tanto mantener el programa.”

“Creo que sí salva vidas y es un servicio importante para nuestros ciudadanos. Veremos que es por el bien de nuestra comunidad, para mantener a los niños, a nuestros ciudadanos más seguros. No quiero correr el riesgo de quitar las cámaras y empezar a ver accidentes fatales. Una vida es algo irrecuperable, así que lo mejor es mantener los programas que preservan la seguridad.”

Concejal Ana María Rodríguez:

“Creo que lo que la opinión de la gente de Doral prevaleció en esta reunión del Concejo. Había algunos intereses en eliminar el programa, pero creo que el consenso con el resto de las Concejales fue suficiente, al igual que el apoyo y declaraciones de las personas que estuvieron presentes ese día y hablaron a favor del programa de las cámaras. Mi principal motivación para apoyar a las cámaras es la seguridad pública. Esa es la principal razón para apoyar la iniciativa: proteger la vida de nuestros ciudadanos.”

Concejal Sandra Ruiz (durante la reunión):

 “Hay dos decisiones que tomar en este asunto. Por un lado decidir si queremos o no las cámaras, pero realmente el problema mayor radica en el contrato actual con la compañía que las maneja. No podemos salir de este contrato sin pagar una penalidad a la empresa y el contrato está vigente un año más. Tendremos que revisar este contrato en su momento y decidir si queremos continuar, considerando que deberíamos recibir una mayor porción de ganancia para poner en práctica los programas de seguridad que mis colegas quieren implementar. Si todos consideramos que las cámaras son un buen programa y queremos continuarlo el próximo ano, ya revisaremos los diferentes proveedores que ofrecen el servicio para obtener el mejor contrato para la ciudad. Esta revisión tendremos que iniciarla pronto y buscar opciones antes del vencimiento, para tener tiempo suficiente para tomar la decisión correcta sin apuros.”

“Yo apoyo seguir adelante con esta ordenanza y el programa. Sin embargo quisiera ver los ingresos que genera, ahora que estamos discutiendo presupuesto, para explorar la posibilidad de utilizar ese dinero en la compra de los Relojes de Cuenta regresiva para las intersecciones, pues pienso que son muy útiles. Igualmente para complementar la función de seguridad pública pudiéramos adquirir otro de esos vehículos que alertan a los conductores sobre su velocidad. Yo pertenecía al Concejo cuando la ciudad vivió la tragedia de perder un niño en un terrible accidente por exceso de velocidad en la avenida 114. No queremos que nunca más suceda algo así en Doral. Yo apoyo firmemente la aprobación de esta ordenanza.”

Vice Alcalde Bettina Rodríguez Aguilera:

“Creo que las decisiones que tomamos son las correctas. Tenemos que hacer lo correcto y esto no necesariamente es siempre lo más popular. Cuando conversé con los residentes, vi que algunos no comprendían el tema de las cámaras de la luz roja. Contrariamente a la creencia popular, las cámaras tienen un impacto positivo para los residentes, un 94 % de ellos nunca vuelve a cometer una infracción; tampoco se emiten tickets por giro a la derecha en luz roja. Quienes reciban las multas podrán apelarlas. La idea es siempre mantener la seguridad ciudadana, desarrollar una actitud de seguridad.”

“Aprobamos también en esta reunión la instalación de los relojes contadores en las intersecciones, aun cuando todavía no se han implementado. La parte más importante es que cualquier dinero que el programa pueda generar será destinado directamente a programas de seguridad pública. Ambas mociones que presenté fueron aprobadas. Los residentes entienden que es algo positivo para ellos y que hicimos lo correcto, que votamos pensando en su bienestar. No tiene ningún sentido pagar una penalidad de casi US $ 700.000 para romper un contrato antes de su vencimiento y además poner en riesgo la seguridad de los ciudadanos.”


Alcalde Luigi Boria :

“La oficina de audiencias tendrá un impacto negativo, porque tendremos que designar un magistrado, un abogado, una secretaria y un secretario municipal. Por otra parte,  hay la posibilidad de tener una gran cantidad de gente viniendo a la Alcaldía para el proceso de apelaciones de las multas y  podríamos enfrentar algunos problemas con personas disgustadas. Por lo tanto es posible que tengamos que asignar dos agentes de seguridad para estas audiencias para monitorear que todo vaya bien. El impacto económico podría ser alto también. “

Esas fueron sus razones para ser el único voto en contra de la ordenanza que dotará a la ciudad con las disposiciones y procedimientos para manejar el programa de cámaras de semáforo de acuerdo con la Ley. Sin embargo, siendo que la resolución fue aprobada 4:1, el Alcalde Boria  asume el resultado y dijo que las cámaras que fueron apagadas en el mes de julio comenzarán a operar nuevamente de inmediato.

 

Sobre la resolución expresando el apoyo a las Bibliotecas Públicas de Doral y solicitando al Condado el servicio que la Doral merece

Concejal Christi Fraga:

“Estamos muy contentos de que el Condado tomó la decisión de mantener nuestras bibliotecas abiertas, pero no sabemos cuánto tiempo durará y es injusto para los contribuyentes ver cerrar nuestras bibliotecas cuando ellos han pagado sus impuestos. “

 “El mensaje que la resolución envía es que Doral tomará acciones y buscará una solución en caso de que algo suceda con nuestras bibliotecas. Era importante decir ‘agradecemos su decisión de mantener abiertas las bibliotecas, pero vamos a seguir vigilando que no vuelva a suceder’. Ese era el espíritu y propósito de la resolución.  Una vez que la editamos el Alcalde se sintió más a gusto con los términos y llegamos a un consenso. Todos juntos tenemos que apoyar y defender los esfuerzos cívicos de nuestros ciudadanos por mantener sus servicios.”

Concejal Ana María Rodríguez:

“Creo que el Condado no nos está dando todo lo que esperamos del sistema de bibliotecas. Creo que estamos pagando por algo mejor de lo que estamos recibiendo, pero creo que el hecho de que las bibliotecas permanezcan abiertas fue un resultado positivo, al menos por ahora y espero que no se repita la amenaza en el futuro. Creo que Doral envió un fuerte mensaje al Condado, estableciendo que no queremos servicios de segunda cuando pagamos impuestos de primera. Nuestro trabajo como Concejales no es defender al Condado sino a nuestros ciudadanos, a los intereses de Doral, para eso fuimos elegidos. Teníamos que dejar saber  a los miembros de la Comisión con esta resolución que los Concejales sabemos exactamente los servicios que nuestros ciudadanos quieren y esperan recibir.”

Concejal Sandra Ruiz:

Aunque el concejal Ruiz no estuvo presente en la votación aprobatoria de la resolución sobre Bibliotecas Públicas, expresó unos días antes de su apoyo a los esfuerzos que los ciudadanos hicieron al recoger firmas y expresar su necesidad de mantener las bibliotecas abiertas. Ella también espera que en el futuro Doral pueda contar con bibliotecas públicas que corresponden a la cantidad de dinero que los residentes están pagando.

Vice Alcalde Bettina Rodríguez Aguilera:

“Yo no quería que los términos de la resolución fueran modificados pues siento que nuestros residentes se merecen más de lo que están recibiendo. Estamos pagando millones de dólares al año al Condado y es una atrocidad que siquiera hayan considerado poner las bibliotecas de Doral en la lista de riesgo. En la Constitución de la Ciudad dice que recibiremos del Condado un servicio adecuado para la cantidad que estemos pagando, y eso no se refiere solo a las bibliotecas sino al Cuerpo de Bomberos. Actualmente esos servicios no están al nivel adecuado.”

“Dada la ocasión, era oportuno enviar un fuerte mensaje al Condado. Sin embargo, hago hincapié en que en ningún momento lo que quiero es separarnos del Sistema de Bibliotecas Públicas, porque creo que es importante para nuestros residentes tener acceso a todas las bibliotecas del Condado, pero sí creo que, a pesar de lo importante que es haber podido conservarla abierta, con lo que pagamos nos merecemos tener mucho más que una pequeña biblioteca en un centro comercial”.

“Considero que el Alcalde hizo un buen trabajo en ayudar a mantener las bibliotecas abiertas.  Aun así no debemos dejar de recalcar al Condado que necesitamos no solo mantener sino mejorar las bibliotecas que tenemos, para que estén acordes al servicio que pagamos, para el bienestar de nuestra Ciudad. Nos mantendremos siempre vigilantes en este tema.”

Alcalde Luigi Boria :

“Tuve muchas conversaciones con el alcalde Carlos Giménez y el comisionado José ‘Pepe’ Díaz. También me reuní con el Sr. Raymond Santiago, Director de Bibliotecas Públicas de Miami-Dade; tuvimos una larga reunión en la que hablamos de que Doral es una ciudad que paga una gran porción de impuestos por ese servicio y  que era injusto cerrar nuestras bibliotecas. Estamos pagando más de $ 1.5 millones en impuestos para las bibliotecas públicas. Ese fue nuestro punto principal para justificar que se mantuvieran abiertas las de Doral. La razón por la cual en un principio estuve en contra de esta resolución fue por el texto original. Tras el debate del Concejo, nuestro abogado de la ciudad modificó el texto y aprobé la resolución.”

El aspecto más positivo de la discusión de estos temas en el Concejo ha sido a ver el interés de la comunidad de Doral, participando activamente en defensa de sus derechos,  expresando  sus opiniones y asistiendo a las reuniones.

Sólo las comunidades activas y con compromiso cívico son capaces de alcanzar resultados  beneficiosos tanto a largo como a corto plazo, influyendo en sus oficiales electos para que tomen las decisiones correctas y agradeciéndoles sus esfuerzos. Eso es lo que hicieron los residentes de Doral en estos dos asuntos, logrando  que el Concejo hiciera una gran diferencia para beneficio de la ciudad.

Esas son buenas noticias. Es una señal de que los residentes de Doral están tomando conciencia y convirtiéndose en ciudadanos activos y comprometidos.
