In order to improve the general aesthetics of the city and to search for a solution for the neighbors that were affected by the planting of palms at the golf course at Trump National Doral (previously Doral Golf Resort and Spa), the City of Doral will update its Landscape Ordinance.

As you may remember, since 2014, the planting of a natural wall of palms that blocks the view of the golf course for the houses of many residents turn into a dispute between these residents and the Trump Organization. Since then, representatives of the neighbors have been demanding that their right to this view and natural light be respected.

On its part, the Trump Organization has stated that the improvements that were done in the Trump National Doral were necessary to elevate the quality standards for the prestigious place and that each one of them was done according to the corresponding rules at the time and within the limits of their private property.

After this situation arose, the authorities of the City of Doral initiated an analysis geared toward the search of an effective solution, they found out that there were some “black holes” in the Landscape Ordinance, these relative to the establishment of standards and the maintenance of green spaces, for this reason it was determined that there was the need to update the ordinance.

Vice Mayor Christi Fraga explained that after they received the complaints of the affected neighbors, the City started analyzing the Landscape Ordinance, they determined that it was in fact vague in regards to this type of plants, but at the same time they were not able to force anyone to cut the palms that were already planted in a private property.

SOLUTIONS

Considering that for this important number of residents, the palms planted in the golf course that belongs to the Trump Organization, constitute a physical barrier that affects their view and natural lighting, but that these were planted within the limits of the Trump National Doral, the City of Doral is searching for a convenient solution for both parties.

“In order to address their concerns, our staff conducted research and worked with the Trump Resort, the Costa del Sol golf course, and had workshops with our residents. As a result, Council will now consider adopting policy to ensure that going forward, golf courses will abide by certain standards when planting any sort of landscaping, as well as implement proper and consistent maintenance plans”, Vice Mayor Christi Fraga expressed .

As the City of Doral authorities explain, the update of this Landscape Ordinance applies to all landscapes, it eliminates the vague language that was used in certain articles, better defines the terms to comply with and emphasizes on the maintenance of trees, hedges and bushes.

What they expect with these modifications is the establishment of specific maintenance rules on landscape in general throughout the city, trees that can and can not be planted are detailed, what is the allowed height, time elapsed between the maintenance of these planted gardens, form and schedules for this maintenance. The department of Code Compliance will be the department in charge of making sure that these updated rules are being followed, once approved by the Council.

Likewise, as the authorities of the City of Doral stated, these modifications to the Landscape Ordinance incorporate the “Florida-Friendly” Landscaping Guide and Principles and the rules established by the American National Standards Institute A300 (Tree Care Standards), that sets the care for trees and vegetation in general.

As expected, the changes in this ordinance will require a better maintenance and cuts to the palms that were planted in the golf course, given that the new rules will improve the aesthetics, not only in the golf course but all around the city. Nevertheless, it is important to clarify that those palms were planted according to the rules existing at that time and can only be removed by the owners of the Trump National Doral.

“This will not only allow golfers and visitors to have an enhanced golfing experience in our City, but in the future should prevent, address, and mitigate many of the concerns and issues that have been experienced by our residents” Fraga said.
