Battlefield meeting without residents’ participation

After starring in a battle marked by mutual accusations, disruptions and even threats from Mayor Luigi Boria -hammer in hand- over censorship vote with fines of $ 500 to councilors, the administration won approval in first reading in the amendment to the budget, after committing to detailed presentations that will include all members of the City Council.
The amendment, which must be ratified in a second reading to be held at an unspecified date, includes new hires and an alleged savings of $16.5 million through cuts in different areas: $7 million by suspending the construction of a building for the Police Department, a $6 million reduction in the building of a park on 114 avenue, cutting travel expenses, office supplies, overtime and other.
Ruiz indicated to DFJ that the city’s contract with the State for the lease of the current Police Department specifies the Doral s compromise of building its own installations, and wonder if this breach would have an impact.
We requested the city s version on this, but at the closing of our edition we have not received an answer.
The savings of $16.5 million, equivalent to 28 percent of the $58 million budget, would be added to the $24.5 million accumulated, bringing the figure to $41 million on savings.
A meeting like a battlefield
Before an audience of approximately 30 people, consisting of officials, public employees and journalists, the atmosphere was full of tension among Boria, city administrator Joe Carollo and councilwomen Sandra Ruíz and Christi Fraga
While Boria complained about having “enemies”, councilwomen Fraga and Ruíz claimed for lack of respect and being interrupted when asking questions.
“It is shameful to listen to my colleagues express themselves in that way. There is lack of leadership and unity. And overall, lack of respect to the person and his right”, Ruíz said.
When asked if he considered that the atmosphere that prevailed in the meeting was normal, the Mayor commented “not at all…At least I am surrounded by beauties like (councilwoman) Ana Maria Rodríguez…, and in politics there are always different opinions.”
Boria expressed that before going to the meeting, “to the rodeo, the participants must be prepared, and this is what happens when they are not. Their argument is the discussion and the reaction, but despite everything we were able to demonstrate with deep financial roots that we are right regarding the reduction of the budget…, and that we are doing this in favor of the residents, without decreasing services and quality.”
Absence of residents
The meeting on Wednesday, June 5 at 1 p.m. did not count with the presence of the residents
“The problem is that they had it at 1pm…Who can come at that time?” Fraga said, assuring that she requested “several times and in writing to have the time changed, but they did not support me…, and for this reason I spoke about transparency.”
Boria affirmed that the meeting was public and that the residents had been invited 48 hours in advance.
According to the Mayor, the absence of the residents was due to their confidence in their representatives.
Ruiz opinion is that residents have to be invited to the workshops so that they will know in detail the changes in the Budget.
Both Fraga and Ruiz expressed they did not have the opportunity to meet with the directors of the different departments in order to know their opinions.
To Fraga, even if the cuts “are a good idea”, she believes that as councilors whose main functions are to create laws and make good use of the money of the residents, this last right “is being taken away from us”.
A Council divided
Councilwoman Ana Maria Rodriguez and vice Mayor Bettina Rodriguez Aguilera had words of praise for the management of Carollo and supported the Mayor.
About the meeting, Fraga said that “regrettably there is nothing new, but they need to learn how to work together, we have strong characters, and the mayor comes from a personal background where he is the boss, but here we are 5… and I think that the mayor needs to understand that, and also the administrator.”
She explained the amended Budget was sent to the homes of the council members without a memorandum explaining the details.
DJF requested the memorandum to several officials but it was not received. In Miami Dade County and other cities it is customary that the initiatives proposed by the administration are accompanied by the thematic background.
Ruiz assured that she is neither informed nor invited to certain special activities. It is shameful because it makes us look before the community as if we are not united, she said.

Batalla campal y sin participación de residentes

Luego de protagonizar una batalla caracterizada por mutuas acusaciones, interrupciones y hasta amenazas del alcalde Luigi Boria -mazo en mano- sobre voto de censura con multas de $500 a concejales, la administración logró la aprobación en primera lectura a su enmienda al presupuesto, tras comprometerse a realizar presentaciones detalladas que incluyan a todos los miembros del Concejo municipal.
La enmienda, que debe ser ratificada en segunda lectura a realizarse en fecha no determinada, incluye nuevas contrataciones y un supuesto ahorro de $16,5 millones de dólares mediante recortes a diferentes áreas. Entre ellas $7 millones al suspender la construcción del edificio del Departamento de Policía que ahora deberá compartir edificio con el Departamento de Obras Públicas; $6 millones al reducir a $14 millones el monto de $20 millones programados para la construcción un parque en la 114 Avenida; sumado a menos gastos de viajes, material de oficinas, horas extras y otros.
La Concejal sandra Ruíz indicó a DFJ que el contrato de la ciudad con el Estado para el arrendamiento del actual local de la policía especifica el compromiso de Doral de construir un local propio, y se preguntó si el incumplimiento tendría consecuencias.
Solicitamos la versión de la ciudad, pero al cierre de esta edición no la habíamos recibido.
Los $16,5 millones de ahorro, equivalentes al 28 por ciento del presupuesto de $58 millones, se sumarían a los $24,5 millones acumulados, incrementando la cifra a $41 millones.
Una reunión como batalla campal
Ante una audiencia de aproximadamente treinta personas, compuesta por funcionarios, empleados públicos y periodistas, el ambiente de tensión protagonizado Boria y el administrador Joe Carollo con las concejales Sandra Ruíz y Christi Fraga, fue desagradable, aunque es el tono en que últimamente se conducen los asuntos públicos en Doral.
Mientras Boria se quejaba de tener “enemigos”, las concejales Fraga y Ruíz reclamaban por faltas de respeto y que no se les permitía hablar al interrumpir sus preguntas.
Ruiz lamentó que “Es vergonzoso escuchar a mis colegas expresarse de esa manera. Falta liderazgo y unidad. Y más que todo el respeto al prójimo y al derecho ajeno”.
Ante la pregunta de si consideraba normal el ambiente que imperó en la reunión, el alcalde comentó que “no del todo… Por lo menos estoy rodeado de bellezas y siempre en la política hay diferencias”.
Boria expresó que antes de acudir a las reuniones, “al rodeo”, los participantes deben prepararse, “y esto es lo que pasa cuando no están preparados. Su argumento es la discusión y la reacción”, pero que a pesar de todo “logramos demostrar con raíces profundas y financieras, que estábamos en lo correcto en la reducción de este presupuesto…, y lo que estamos haciendo va en favor de los residentes, sin disminuir servicios y la calidad.”
Ausencia de residentes
La reunión del miércoles 5 de junio a la 1pm, no contó con participación de los residentes.
“El problema es que lo hicieron a la una de la tarde… ¿quién puede venir a esa hora?”, dijo Fraga, asegurando haber solicitado reiteradamente y por escrito se cambiara la hora, “pero no quisieron apoyarme en eso y por eso hablé de transparencia.”
Boria afirmó que la reunión era audiencia pública y se había invitado a los residentes con 48 horas de anticipación. “Todos pueden tomar la palabra. Si hay alguien en el público que quiera tomar la palabra, lo puede hacer.”
Según el alcalde la ausencia de residentes de debió a que “confían en el trabajo de sus concejales”.
Ruíz es la opinión que a los talleres deben invitarse a los residentes para que conozcan en detalle sobre los cambios presupuestarios.
Tanto Fraga como Ruíz manifestaron no haber tenido la oportunidad de reunirse con los directores de departamentos para conocer sus opiniones.
Para Fraga, aunque los recortes son “una buena idea”, cree que como concejales, cuyas funciones principales son crear leyes y dar buen uso al dinero de los residentes, en cuanto a lo último “nos están quitando ese derecho” otorgado por los votantes.
Un Concejo dividido
Las concejales Ana María Rodríguez y la Vice Alcaldesa Bettina Rodríguez Aguilera elogiaron la labor de Carollo y cerraron filas con el alcalde.
Sobre la reunión, Fraga dijo que lamentablemente “no hay nada nuevo…”, pero se necesita “aprender a trabajar juntos, tenemos caracteres muy fuertes, y el alcalde viene de un ambiente personal donde él es el jefe, pero aquí somos cinco…, y creo hace falta que al alcalde entienda eso, y el administrador también”.
Explicó que el presupuesto modificado fue enviado a las residencias de los miembros del Concejo, sin un memorando que explicara la justificación del mismo. La agenda de la reunión incluyó copias de la resolución y el presupuesto enmendado, pero sin memorando detallado del administrador.
DFJ solicitó el documento a diversos funcionarios, pero ninguno lo envió. En el Condado de Miami-Dade y otras ciudades se acostumbra que las iniciativas de la administración vayan acompañadas por los antecedentes del tema, la propuesta detallada y el impacto a los residentes.
Ruíz aseguró que de ciertas actividades especiales no se le informa ni invita. Es “vergonzoso, porque nos hace lucir ante la comunidad, que definitivamente no estamos unidos”, dijo.
From the article that I just read, it sounds like, (to me), that Mayor Luigi Boria is a “Misogynist”, He is the only male on the council and he treats these women, (those that dare to disagree with him), as if they were useless. As if their ideas or opinions are meaningless and that they should not be heard. I’m very tired of his attitude, and I’m very tired of his dictatorship. And I’m truly tired of him being the Mayor of our great City.
