At least for a night, in January 18th, 2015 the City of Doral, Florida will become the Center of the Universe, when the Miss Universe® beauty pageant takes place in the United States, with Miami and Doral as hosting cities.

However, the right to be on the world spotlight for a night does not come for free. To be awarded the honor of co-hosting the most prestigious beauty pageant in the world, the City of Doral approved entering an agreement with Miss Universe L.P., LLLP (the company that produces the event), committing to contribute a “Cash Fee” in the amount of Two Million Five Hundred Thousand Dollars ($2,500,000).

Doral with Miss UniverseThat amount is, as Vice Mayor Fraga stated, roughly 5% of the City budget recently approved in First Discussion.

The presentation given by Ms. Paula Shugart, President of the Miss Universe® Organization (MUO) and Mr. Shawn McClain, VP of Business Development and Marketing, last Friday September 12th, produced the desired results, when the motion to accept the agreement passed 3:1, being Fraga the dissenting vote.

Fraga still committed to work with the rest of the Council towards the success of the event.

The lack of infrastructure in Doral to hold the large crowd for the final show of the pageant, has made other municipalities of Miami Dade involved in the process. The MUO is still negotiating where the final competition would take place, between the Bank United Center in Coral Gables and a theater in Miami Beach.

How will the money be paid?

The approval of the event by the Council as a governing board was a requirement for the pageant to proceed.

The original timeline for the disbursements required One million upon signing the agreement and the rest by November30th. An amendment approved by the organization agreed to receive $500,000 due at signing, $1,000,000 by December 1st and $ 1,000,000 by February 1st, giving the City of Doral more time to obtain the funds needed for this initiative.

This eased the path for the roll call that ended up approving the motion to enter the agreement.

The very well-rehearsed marketing pitch, that included a heartfelt speech by the reigning Miss Universe 2013, the Venezuelan Gabriela Isler, explaining that Doral is a place where she feels at home due to the large amount of fellow Venezuelans that reside in the city, allowed the MUO to convince that supporting Councilmembers would pass the ‘red-face test’ in front of the constituents.

Why did Fraga vote No?

Vice Mayor Fraga placed on the table three specific questions about the quantification of the benefits of an event like this, the source for the funds to be disbursed and an action plan to fundraise or recoup those monies.

Although Fraga conceded that this type of events give exposure to the communities where they take place, the answers received to her questions convinced her that voting against the decision was the right thing to do.

In first place, there are not quantifiable variables defined to measure the direct economic benefits, mainly because the City has yet to define its marketing goals.

In second place, while the funds are raised from other sources, the disbursements would probably have to come from the City’s reserves, given that the amount of money required has not been considered in the 2015 budget.

The healthy reserves of the City of Doral are the back up to make investments for city improvements like parks, beautification or safety, or to cover expenses in case of emergencies such as natural disasters or other severe problems that may affect the community. Spending money from the reserves for funding a project from a for-profit organization is not exactly what taxpayers would expect their money to be invested.

Regarding the fundraising action plan, the City Attorney explained that the MOU would assist in the process and that the guidelines and procedures for that were being developed.

Fraga also commented that this is the end of the year and many businesses have already spent whatever money they would have allocated for marketing, therefore the timing for requesting funds would not be the most favorable.

Why did the others vote yes?

Mayor Boria was the sponsor of the discussion and was on board from the beginning.

Councilwoman Ruiz explained that part of the reserves is intended to be used to promote or invest on infrastructure, personnel or activities that actually benefit the community. She considers the pageant is one of those activities that are worth pursuing to positively impact the community. She asked the manager to get all his team on board to support this initiative.

Councilwoman Rodriguez became the ‘swing vote’ on this decision. She considers the pageant a great opportunity to give exposure to Doral and that the community should not let it pass again. She felt more comfortable with the idea of the approval once Mr. Gimenez, representative of the Trump Organization, offered the new payment plan and the possibility of obtaining a 15% credit towards the disbursed “Location fee” amount when funds are received from others governmental organizations such as the Miami-Dade County, Visit Florida, and Brand USA.

She considers these events can be enjoyed by all the community, have beneficial impact at all levels of the economy in the City and leave a legacy. Also she emphasized that the producers of the event will make sure of showcasing all aspects of Doral as a hosting city, and getting the community involved, not focusing only on the Resort where the pageant candidates will stay.

Next January Doral residents would have to be ready to welcome these large crowds of visitors and to put their best faces on to take advantage of this investment that the elected officials have chosen as the best alternative for the people they represent.

We all will be on the spotlight, on such a beautiful night, even though the final gala of the pageant is not going to take place in Doral.
