Doral will become a Smart City.
Capital improvements and technology the focus on Strategic Plan

The City of Doral Council members and key staff devoted the first weekend of June to the Strategic Planning Session, the prior and fundamental step to define the priorities for next year’s budget.
Although sessions were open to the public, only two residents attended. “Great things are happening at City Hall and would be nice to see more residents participating” shared Councilwoman Christi Fraga.
Each elected official got the chance to discuss one on one with each department director about their projects, goals and needs for next year. ”I think was a great format; what we ended up doing was each of us giving the facilitators our two top priorities based on hearing all comments from all the directors” said Councilwoman Ana Maria Rodriguez.
Both Fraga and Rodriguez agreed on qualifying the planning exercise as a very successful team building opportunity, where all Council Members shared their ideas with the City Staff while revising their strategic vision for the City of Doral for 2016 and beyond.
Investment in Technology will have priority
The vision defined on the planning session for the future of the City of Doral is its emergence as a Smart City, spearheading initiatives that improve the quality of life of residents and set a reference for other municipalities. The goal of becoming a Smart City will be the center of all projects pursued in the near future.
In a Smart City, the use of technology, the access to information and the implementation of communication technologies enhances the quality of urban services, reduces costs and allows government to more effectively engage with its citizens. To reach this goal, updating the infrastructure of technology for the internal operation of the city will set the foundations for all other technological improvements around Doral.
Fraga commented that in the past years some information systems became outdated and on the planning session the conclusion was that there is a need to spend “to get the latest software for several key operations. It is our priority to make sure that the City of Doral is up to the highest standards and quality of service on IT, in parks, in everything. We want to make sure that for government to be fully transparent everything is available online, we are making changes on the website to make that possible. We want a more personalized experience for businesses and residents through our website.”
“Our Technology department is going to ask for a big increase on their budget” said Councilwoman Rodriguez “because we need to have the integration between all systems in the city.” She also explained that one of the projects discussed was the creation of a smart signalization system, for synchronizing traffic lights and improving the flow of cars through the main roads in the City.
During the discussion of the budget there will be more details on the scope of the technology upgrade and the allocation of funds needed to accomplish the revamping of the IT infrastructure of the City.
Roads Improvement Plan 2015-2030
The Public Works Department presented a map along with a plan for road improvements on the City of Doral that spans for 15 years.
The estimated execution of the complete plan “will cost almost 65 million dollars total” commented Fraga. “We can’t do it all at once because we would create gridlocks, we can’t close all roads at once. There is a progressive plan because it takes a long time. It is a big project and it is government, everything is not done with the blink of an eye. A lot of them are County and State roads.”
The plan includes 40 projects to be executed progressively from 2014 to 2030, as they have to be aligned with the MPO (Metropolitan Planning Organization). Eighteen of those projects are planned to be completed by the end of 2016 and include road completions and widening, as well as traffic light installations and road constructions.
Budget draft to be reviewed after the summer
Between 60 to 70% of the budget is related to operational costs of the City. The additional 30 to 40 % will include the projects determined to have priority at the end of the strategic planning session:
- Capital Improvement, including the building of the additional Police Station on 97th avenue and the completion of road constructions
- Completion of Parks construction
- Increase on Police force, to keep up with the growing population
- Update of IT infrastructure
It is not expected that the mileage rate for the budget changes, as currently Doral has the lowest in the County and still allowed to have a healthy self-imposed 15% of reserves in the budget. However, it is likely that the zoning changes from industrial to residential areas will shift the burden of funding the City budget from being covered by businesses to a wider residential taxpayer’s base.
“Being financially sustainable means to use the money coming in to balance the budget, not using the piggy bank. Only would be justified for capital improvements,” commented Fraga, emphasizing that she will be looking carefully at that issue during the budget revision workshops, to make sure money is tapped from the reserves only if projects that have high impact on the quality of life of residents, such as parks, need the money for timely completion. “We are going to have a budget workshop were we will go through it, review recommendations and see how it looks like to proceed. “
“Our goal is to become a Smart City” concluded Councilwoman Rodriguez. “If you look at it as a circle, in the middle is this goal and around it the different projects important for Council members and staff, but that is the core and it ties to being stronger technologically. If we have the correct core infrastructure for our technology then everything else will flow into that goal.”

Doral será una Ciudad Inteligente

El primer fin de semana de Junio tuvo lugar la sesión de Planificación Estratégica de la Ciudad de Doral, el paso previo para la formulación del presupuesto 2016
Aun cuando la sesión era abierta al público, únicamente dos residentes asistieron. “Suceden muchas cosas buenas en el Ayuntamiento. Seria excelente ver muchas personas más participando” compartió la Concejal Christi Fraga.
Cada uno de los oficiales electos pudo compartir uno a uno con los directores de los departamentos de la Ciudad sobre sus proyectos, metas y necesidades para el próximo año. “Fue una dinámica excelente. Al final proporcionamos al facilitador la lista de nuestras prioridades principales en base a la información compartida por los directores” explicó la Concejal Ana María Rodríguez.
Tanto Fraga como Rodríguez calificaron la experiencia como una exitosa oportunidad de crear un equipo, pues todos los miembros del Concejo compartieron sus ideas con el personal de la Ciudad y revisaron la visión estratégica del 2016 en adelante.
Prioridad para la Inversión en Tecnología
La visión definida para la Ciudad de Doral es su surgimiento como una Ciudad Inteligente, punta de lanza de iniciativas que mejoren la calidad de vida de sus residentes y ejemplo para otras municipalidades. El objetivo de convertirse en una Ciudad Inteligente será el centro de todos los proyectos futuros.
En una Ciudad Inteligente, el uso de la tecnología, el acceso a la información y la implantación de tecnologías de comunicaciones mejoran la calidad de los servicios urbanos, reducen costos y permiten al gobierno una interacción efectiva con sus ciudadanos. Para lograr esta meta es perentorio actualizar los sistemas de operación interna de la ciudad para sentar las bases de otras mejoras tecnológicas.
Fraga comenta que la tecnología de sistemas de información de la ciudad se ha ido quedando atrás. Por lo tanto se detectó en la sesión de planificación que es necesario hacer una inversión “para actualizar los sistemas de varias operaciones claves. Será nuestra prioridad asegurarnos que la Ciudad de Doral alcance los más altos niveles de calidad de servicio en tecnología, en parques, en todo. Queremos asegurar la transparencia del gobierno permitiendo que toda la información necesaria esté disponible en línea. Queremos que los residentes y negocios tengan una experiencia personalizada en nuestra página.”
“El departamento de Informática solicitará un incremento en su presupuesto” dijo la Concejal Rodríguez, “pues necesitan establecer la integración de todos los sistemas de la ciudad.” Explicó que uno de los proyectos discutidos fue la creación de un sistema de señalización inteligente que sincronice los semáforos y mejore el flujo vehicular a través de las principales arterias viales de la ciudad.
Durante la discusión del presupuesto se analizará en detalle el alcance de la actualización tecnológica y la distribución de los fondos solicitados para ese proyecto.
Ampliación de carreteras. Plan 2015-2030
El Departamento de Obras Publicas presentó un mapa que incluye todos los proyectos de ampliación y reparación de carreteras en la Ciudad de Doral durante los próximos 15 años.
Se estima que la ejecución del plan completo costará “aproximadamente US$ 65 Millones en total” comentó Fraga. “No podemos hacerlo todo junto porque colapsaríamos la ciudad. Es imposible cerrar todas las calles para repararlas al mismo tiempo. El plan es progresivo porque tarda mucho tiempo. El alcance es muy grande y varias de las vías dependen del Estado o del Condado.”
El Plan incluye 40 proyectos a ejecutarse progresivamente hasta 2030, pues deben estar alineados con la Organización Metropolitana de Planificación (MPO). Dieciocho de esos proyectos están planificados para completarse hacia finales del 2016, e incluyen ampliación o construcción de varias vías, además de la instalación de semáforos necesarios para la comunidad.
Ejercicio de formulación presupuestaria se realizará después del verano
Entre el 60 y el 70% del presupuesto de la Ciudad corresponde a Continuidad Operativa. El 30 o 40% adicional incluirá los proyectos determinados como prioridad en la sesión de planificación estratégica:
- Mejoras de infraestructura, incluyendo la construcción de la estación adicional de policía en la 97 Avenida y la finalización de los proyectos de vialidad de acuerdo al plan.
- Construcción de parques
- Incremento de la fuerza policial, alineada con el crecimiento poblacional
- Actualización de infraestructura tecnológica.
No está contemplado un incremento en el porcentaje tributario, pues Doral actualmente tiene el más bajo del Condado y aun así fue posible incluir un saludable 15% de reservas en el presupuesto. Sin embargo, se espera que los cambios de zonificación de área industrial a residencial amplíen el tamaño de la base de contribuyentes de origen residencial, en lugar de dueños de negocios como ha sido hasta ahora.
“Ser financieramente sustentables significa que los ingresos bastan para balancear el presupuesto, sin necesidad de utilizar reservas. Eso solo se justifica para mejoras de infraestructura,” comentó Fraga, enfatizando que estará muy pendiente de ese aspecto durante las revisiones del presupuesto, para asegurarse que no se toquen las reservas sino solo en caso de proyectos de alto impacto para la calidad de vida de los residentes que requieran dinero para ser completados a tiempo.
“Nuestro objetivo es ser una Ciudad Inteligente” concluyó la Concejal Rodríguez. “Si lo vemos como un circulo, en el centro está la visión y a su alrededor todos los proyectos importantes para lograrlo, determinados por los miembros del Concejo y empleados de la Ciudad. Pero el núcleo que lo conecta todo es la fortaleza tecnológica. Si tenemos la infraestructura tecnológica correcta todo lo demás fluirá hacia la meta.”
