How Much Noise Does Donald Trump make in Doral?
The neighbors complain about the noise, and the magnate about the ordinance
The boundary between the rights of some residents of Doral and those of the famed entrepreneur who has a substantial investment in Doral, continues to be a point of disagreement

From planting a natural fence of palms that obstructs the view of Doral Golf Resort & Spa, going through the much questioned sponsorship of The Miss Universe Pageant, to receiving more than 100 complains from neighbors of the prestigious hotel because of the annoying noise they must endure, relations among some residents of Doral and Donald Trump have become ever more difficult.
Since August 2014, the Department of Code Enforcement of the City of Doral, which monitors compliance with local regulations, has recorded more than 100 violations in Trump’s resort. Most complaints are based on the excessively loud noise of the golf course turf maintenance equipment.
Section 26-128 of the Statutes of the City of Doral states “extremely high, excessive, unnecessary or unusual noise” and that section is the basis of the complaint issued by the affected residents against one of the most iconic golf courses in Miami, where major international tournaments are held.
Trump had responded to these complaints by initiating a lawsuit against the City of Doral for having an unconstitutional noise ordinance, which needs more specific rules and regulations. Although the famous millionaire retracted and dropped the lawsuit, his lawyers maintain a “friendly” request for the municipal code to be modified.
The last time this ordinance was updated was during the early months of 2011, when the time allowed for construction in businesses or industrial areas was extended in order to provide greater flexibility to ongoing projects. The conflict with Trump now seems to be forcing a new review said ordinance.
Although Trump decided to handle the conflict cordially with the City of Doral, he has made it clear that in golf courses the grass must be cut every day and to avoid disturbing the neighbors they have acquired new specialized equipment that produces controlled levels of noise and functions according to environmental standards.
THE AUTHORITIES SPEAK
The mission of the Code Enforcement Department of the City of Doral is to enforce city ordinances, which aims to ensure the health, safety, welfare and quality of life of residents and businesses in our city. This obviously implies reaching a fair balance between those who live and those who work in Doral.
Although the City of Doral is not required to change its codes after the incident with Trump, solutions must be sought to seek balance between the interests of the residents and the golf club. While it is true that the grass must be cut every day, Council members must also safeguard the interests of the community.
Doral’s Mayor Luigi Boria points out that, in order solve the problems arising on this subject, we are organizing a group involving the three parties: representatives of the Trump Organization, members of the Code Enforcement Department and spokespersons representing the neighbors who have complained of the excessive noise.
“The focus is to find a harmonious solution in which the interests and rights of both parties are respected, because we are a global community which needs all of its members living together in peace,” said Boria.
This view is shared by Councilwoman Ana Maria Rodriguez, who although understands the frustration of the residents and assures her commitment, as a member of the Council, to solving this dilemma, and also claims that the neighbors should acknowledge that if they buy a house near a golf course, they will hear noise generated by mowing machines.
Another consideration stated by Ana Maria Rodriguez is that complaints are anonymous. “Lawyers for the Trump Organization have told us they need to know who made the allegations and from which adjoining part of the golf course in order to properly evaluate how these people are being affected. I think they have a right to know who is putting the complaints in order to find solutions. ”
Councilwoman Rodriguez also indicates that it is really necessary to make some changes in the noise ordinance because it is not very specific, “for example, how can we determine that a noise is too high or not, that is a very subjective consideration. I think that in order to determine if the noise ordinance is being violated or not, and to which extent, the noise level could be measured in decibels.
This view in which the noise ordinance is not specific enough, is also shared by Councilwoman Christi Fraga, who considers it important to make changes in the ordinance, but disagrees with measuring the noise level by decibels. “Neighbors do not have a decibel meter at home to determine if they can make a complaint or not.”
To Fraga, the solution to this problem may arise from the committee in which all parties will be involved. For it will aim to explore the possible alternatives to end this conflict and provide advise to the Council to help it determine the best option for reaching peaceful coexistence between the golf club activities and the neighbors, as well as to set the changes that need to be made to the noise ordinance.

Desde la siembra del cerco natural de palmeras que obstaculiza la vista al campo de golf de Doral Resort & Spa, pasando por el cuestionado patrocino al Miss Universo y llegando hasta las más de 100 denuncias que han hecho los vecinos del prestigioso hotel por los molestos ruidos que deben soportar, las relaciones entre algunos residentes de Doral y Donal Trump se han vuelto más que conflictivas.
Y es que, desde agosto del 2014, el Departamento de Cumplimiento de Códigos de la Ciudad de Doral, el cual vigila el cumplimiento de las normas locales, ha registrado más de 100 infracciones en el resort de Trump. La mayoría de las denuncias se basan en el ruido excesivamente fuerte de los equipos de mantenimiento del césped.
La Sección 26-128 de los Estatutos de la Ciudad de Doral hace mención a “ruidos extremadamente altos, excesivos, innecesarios o inusuales”, por lo que los vecinos afectados se basan en este apartado para sustentar sus quejas en contra de uno de los campos de golf más emblemáticos de Miami, donde se realizan importantes torneos internacionales.
Trump había reaccionado a estas denuncias iniciando una demanda contra la Ciudad de Doral por tener una ordenanza de ruido inconstitucional, que necesita más normas y regulaciones específicas. A pesar de que el conocido millonario “se echó pa’tras” y retiró la demanda, sus abogados mantienen la “amistosa” solicitud de que este código municipal sea modificado.
La última vez que esta ordenanza fue actualizada fue durante los primeros meses del 2011, cuando se extendió el horario permitido para construcciones en los negocios o zonas industriales, con el objetivo de proporcionar una mayor flexibilidad a los proyectos en ejecución. Ahora, el conflicto con Trump parece estar obligando a una nueva revisión.
A pesar de que Trump decidió manejar el conflicto de forma cordial con la Alcaldía de Doral, ha dejado claro que en un campo de golf hay que cortar la grama todos los días y que para evitar molestias a los vecinos, han adquirido un equipamiento nuevo y especializado, que produce controlados niveles de ruido y funciona acorde con las normas de cuidado al medio ambiente.
HABLAN LAS AUTORIDADES
La misión del Departamento de Cumplimiento de Códigos de la Ciudad de Doral es hacer cumplir las ordenanzas de la ciudad, lo que pretende garantizar la salud, la seguridad, el bienestar y la calidad de vida de los residentes y comerciantes de nuestra localidad, obviamente, esto implica lograr un justo equilibrio entre quienes viven y trabajan en Doral.
Es por esta razón que, si bien la Ciudad de Doral no está obligada a cambiar sus códigos tras la molestia de Trump, si debe buscar soluciones que balanceen los intereses de los residentes y del club de golf, tomando en cuenta que, aunque es cierto que la grama hay que cortarla todos los días, los miembros del Concejo deben velar por los intereses de la comunidad.
El alcalde de Doral Luigi Boria señala que para solventar la problemática surgida en torno a este tema se está constituyendo un grupo formado por las tres partes: representantes de la Organización Trump, miembros del Departamento de Cumplimiento de Códigos y voceros de los vecinos que han puestos las quejas por el exceso de ruido.
“El punto focal es buscar una solución armónica en la que se respeten los intereses y derechos de ambas partes, pues somos una comunidad integral que necesita que todos los que la integran convivan en paz”, acotó Boria.
Esta opinión es compartida por la concejal Ana María Rodríguez, quien si bien entiende la frustración de los vecinos y asegura su compromiso como miembro del Concejo para solucionar esta disyuntiva, también señala que los vecinos deben reconocer que si compran una casa cerca de un campo de golf, se va a sentir el ruido generado por las máquinas de cortar el césped.
Otra consideración realizada por Ana María Rodríguez es que las denuncias son anónimas. “Los abogados de la Organización Trump nos han indicado que necesitan saber quiénes hacen las denuncias y con cuál parte del campo de golf colindan para poder evaluar cómo están siendo afectadas estas personas. Creo que tienen derecho a saber quiénes están poniendo las quejas para poder buscar soluciones”.
La concejal Rodríguez también indica que realmente es necesario hacer algunos cambios en la ordenanza municipal referida a los ruidos porque es poco específica, “por ejemplo, cómo podemos determinar que un ruido es muy alto o no, esa es una consideración muy subjetiva. Pienso que el nivel de ruido podría medirse por decibeles para determinar a qué nivel se está violando la ordenanza o no”.
Esta opinión sobre que la ordenanza de ruidos de la Alcaldía de Doral es poco específica, también es compartida por la concejal Christi Fraga, quien considera importante hacer cambios en la misma, pero no está de acuerdo con que el nivel de ruido sea medido por decibeles, “los vecinos no tienen en su casa un medidor de decibeles para saber si pueden poner una queja o no”.
Para Fraga, la solución a este problema puede surgir del comité en el estarán involucradas todas las partes y que tendrá por objetivo estudiar las alternativas posibles a este conflicto, llevando una recomendación al Concejo que les permitirá determinar cuál es la mejor opción para lograr la convivencia armónica entre las actividades del club de golf y sus vecinos, así como los cambios que serían necesarios realizar a la ordenanza de ruidos.
