Miss Universe is the most important beauty pageant in the world. It has taken place for over 60 years and almost everybody knows about it, especially in Latin America, where over half the population watches it, therefore to be chosen, as host city of one of its editions is a privilege.

This is the point of view of those who supported Doral to become host city of the 63rd Miss Universe, broadcasted simultaneously in English by NBC and in Spanish by Telemundo and although the final event was held at Florida International University (FIU), Doral became the center of the universe while the misses where here.

This means that during the month of January our city, with its 50 thousand inhabitants and 39.37 square kilometers area, made the front page worldwide and was mentioned in radio and television stations around the Globe. As reported by TVeyes, a media monitoring company that supervises broadcasts along the United States, Latin America and the Middle East, seven days a week, 24 hours a day.

Not to mention that, the Miss Universe web page, www.missuniverse.com, refers to the city of Doral as host of the pageant and such data will remain in the historical records of the organization. The Miss Universe organization claims that every city that has hosted the event, has receive financial benefits. The virtues of Doral as a city to live in, invest, study, work and retire where marketed along the broadcast of the beauty pageant.

Nevertheless, since September 12th 2014, Miss Universe became the center of a strong debate in Doral, when the City Council pledged to pay 2.5 million dollars in order to welcome Donald Trump and his girls.

universe $A BIG INVESTMENT

“Miss Universe has been a great investment for us”, claimed Luigi Boria, Mayor of Doral, in response to the questioning regarding the investment made on the pageant, he also explained that from the total amount, almost 1.4 million dollars was provided by the private sector, therefore the city only had to add 1.1 million dollars.

“In 1998, Hawaii invested 3.3 million dollars to host the Miss Universe pageant, São Paulo (Brazil) put 7 million in 2012, and last year, Moscow (Russia) paid 16 million dollars, therefore I believe we have gained a lot by been able to host such a great pageant with an investment that does not even get close to that of previous locations”, Boria explained.

Doral’s representative believes the financial impact of Miss Universe in the city’s economy was completely positive and it actually surpassed his own expectations, “our hotels, restaurants and stores where at their full capacity, not to mention the benefit we will obtain in a near future.”

“Our city not only hosted the Miss Universe, it also hosted other important events related to the pageant, such as the auction that took place at the Intercontinental Hotel on behalf of the non profit organization Best Buddies, for children with special needs, which has benefited from the Miss Universe organization activities for over a decade”.

“In six months we will see the real economic impact of the Miss Universe pageant, when the effects of having promoted our city worldwide will start to influence the commercial, social and cultural growth of our city. At that moment we will start to perceive the return of the investment we made today”, claimed the Mayor.

Boria believes that the city’s residents completely supported the Miss Universe and he considers it would be a “homerun” to be able to host the pageant at our city again. “The ratings as measured by TVeyes demonstrate that Doral was repeatedly mentioned around the world and this fact alone represents a win”.

Boria informed that another way to measure the benefits of hosting the Miss Universe at our city is through the economic impact study that the Washington Economic Group will carry out.

Regarding the questioning of whether hosting the Miss Universe pageant was a good decision or not, Boria pointed out that, “in a democracy you are never going to have 100 per cent of support and that in politics it is necessary to take risks and make decisions which, even though might not be the most popular ones at the time, they may bring the biggest benefits for the city.”

Deputy Mayor Sandra Ruiz, adds that one of the biggest benefits of hosting the Miss Universe pageant was to have the opportunity to establish business relations with the visiting countries, “We received 88 ambassadors, who got to know about the benefits of Doral, and who shared and will continue to share them through different means such as the social media, giving us great worldwide exposure.”

If yet it is true that Doral was having a blast during the Miss Universe, Sandra Ruiz claims that it was not only about the show, as they also had the chance to establish business relations with other countries such as Mexico and Dominican Republic. “They were not two or three weeks of celebration, it has been months of work, seeking economic benefits for Doral, “and the work goes on for now it is our duty to translate those contacts into economic benefits for us.”

“Not only was Miss Universe a success for the residents, business people and developers of Doral, yet it also represented a gain for other cities such as Miami and Miami Beach and in general for the entire Miami-Dade county, therefore I believe they should have also helped to sponsor the event”, claimed the Deputy Mayor.

Regarding the controversy around a possible hasty decision to sponsor the event, the Deputy mayor mentioned the following, “the Miss Universe organization submitted to the board, figures, benefits, economic and media reach and a very complete document file which we evaluated before approving to support the pageant. We have to remember that the members of the Council where elected by the community and among the four people who voted in favor of this decision there is a businessman of vast experience, one of the founders of the city and two hardworking public servers, therefore our opinion should not be underestimated”.

There are also those who believe that the information provided by the 25 thousand dollar economic analysis report, will be biased in favor of the Mayor’s office, “this is also unfair, as they are questioning the experience and professionalism of an economist of such prestige as Antonio Villamil, president of Washington Economic Group, besides I believe it is a great investment as it will give us important recommendations to get the most out of future events.”

Councilwoman Ana María Rodríguez, who participated in every event related to the Miss Universe, believes that investing in the beauty pageant was the right decision, and she claims that we were able to promote our city in at least, 88 countries.

“There was a festive atmosphere in our city which reached the entire South Florida and that will obviously, benefit us on the long run as we are now known throughout the Globe”, claimed Councilwoman Rodríguez.

Although Ana María Rodríguez recognizes that she is not an economy expert, she points out that the amount paid by the Mayor’s Office during the Miss Universe was not 2.5 million dollars as there were several private sector sponsors: “besides, it is not wasted money, it is an investment through time, and the real economic impact of this investment will be measured by the Washington Economic Group.”

THE OTHER FACE OF THE $ 2.5 MILLION

There are those who assure that the golden age of Miss Universe is over. It was during the 70’s and 80’s, when countries fought to host it, and it had such great ratings that it became the platform to launch many cosmetic brands and jewelry. Nevertheless, during the 90’s the pageant had it first big fall until 1996, when millionaire Donald Trump and the NBC network bought its rights.

When considering this scenario, many say that Donald Trump did not choose Doral for its benefits as a city, but for the urgent need to find sponsorship. Now that the pageant is over and the new queen has been elected, many of our businessmen and women claim they did not obtain any economic benefit during the beauty pageant.

The director of the Doral Family Journal, Ettore Sabatella visited several businesses, hotels and restaurants throughout the city, and even though the interviewed did not want to disclose their identities, they claimed they did not really profit from the arrival of the misses. In some cases they even said that for them the Miss Universe resulted economically unremarkable.

Because some restaurants opened less than a year ago they are unable to carry out comparisons with earlier dates, and they are just experiencing the growth that is expected for a recently opened venue. Regarding the hotel business, those in charge claimed they did not have any reservations or calls that were different from what they expected for the high season.

According to members of the hotel business, the only extraordinary thing was that the Miss Universe Organization tried to negotiate 40 rooms, demanding a 90$ rate per room, plus sponsorship of the event. The proposal was rejected, as the rate per night for this time of year is of 180$.

Regarding the restaurant business, the owners informed Ettore Sabatella that they were kind enough as to invite the 88 candidates and their team, for a total of 140 people, which represented an approximate cost of eight thousand dollars, nevertheless, their profits did not increase as a result of this. They claim that January is high season for them and therefore they’ve had the movement expected for such time, which has nothing to do with the pageant.

One of the few businessmen who decided to identify himself was Ciro Maneri, owner of Il Forno Ristorante, who claimed his restaurant is full all year round and that the presence of the Misses did not represent a major increase in his profits, because even though there were some new faces in his restaurant during the last week of the pageant, he had no significant sales increase.

Another important criticism to the Miss Universe sponsorship was the fact that the pageant did not really take place in Doral, for we do not have an auditorium capable of hosting such an event, it actually took place in Florida International University, which had to incur in unexpected expenses that may have affected the sports program budget.

Even though the academic administrators hope the event helped to increase the university’s profile, the investment that was needed surpassed the half million dollars, the majority of which was used to adapt the roof of the arena to be able to support the weight of the cameras and lighting equipment.

Norberto Spangaro, a resident of Doral and member of the Doral Community Coalition, said he did not oppose the pageant, but does not approve how fast they made the decision, neglecting to consult with a specialized agency that could really demonstrate the benefits of sponsoring the Miss Universe.

“Investing in image, as in this case, is very subjective, it is not really quantifiable, and less in the case of a city like Doral which is not centered in tourism, for it is a residential area that, because of its closeness to Miami’s International Airport, is focused in logistics.”

Spangaro believes the Miss Universe has not represented, nor will it represent any economic quantifiable benefit to the city, because Doral is located in Miami, which was really the focus of the marketing campaign in a pageant that only captures worldwide attention for a few hours. “I think it would be wiser to support longer lasting activities such as, a Golf Tournament.”

Councilwoman Cristi Fraga has been even more emphatic when expressing her rejection to the Miss Universe sponsorship, she is the only member of the Municipal Council who did not support the contract signed for 2.5 million dollars and who insists in saying the money could have been invested in a more beneficial manner.

“I do not oppose bringing events that increase the level of our city and of course, I did not oppose the Miss Universe, I opposed the way the decision was made, because we are not party planners, what we must do is focus on the economic development of our city. We may not use our resident’s taxes to please the whim of a millionaire.”

She recognizes there were contributions made from the private sector that helped reduce the economic impact the 2.5 million dollars (which represents five percent of the Mayor’s Office budget) inflicted upon the city’s funds, Fraga adds that “there is no public record of these contributions as they were agreements carried out between the investors and the Trump Organization.”

The councilwoman expressed that she is concerned about the large amount invested, as they still need to add the cost of mobilizing the police force, and this cost, which was not originally included in the first amount, is yet unknown. “I repeat, I do not oppose the Miss Universe just the way it was handled, for example, the welcome given to the candidates was very good, we had good advertising without spending 2.5 million dollars.”

“During the Miss Universe pageant we seemed like party planners, the city’s web page had a festive look instead of the serious and formal character that an official web site should reflect. I believe we paid for a party for our councilmen and women, and I did not attend any of the events because I am not a hipocrite, I follow my believes and decided to make a stand against wasting our residents money.”

Fraga also expressed her disagreement with the study that will be carried out to measure the economic impact, as she considers it won’t be imparcial, because it will use data provided by the Mayor’s Office itself. “This study should have been carried out, but not after the fact. It should have been done before, because now it seems like an effort to justify the expense.”

“I believe that in order to understand my position towards the Miss Universe sponsorship, we must see the other face of the 2.5 million dollars. This amount could have been spent on lights for 117 avenue, a new street, traffic alternatives, green areas…the number of options is endless.”

“The money could have been spent towards real economic development, for example by dividing a million dollars in grants for 100 small businesses, and investing half a million dollars to advertise such businesses, which would be required to hire 80 percent of their workforce among Doral residents. That is real value for the city. That is true economic growth.”

The truth of the matter is, that after seeing the misses, acknowledging the investment in the pageant’s marketing campaign, understanding the positions in favor and against, hearing the name of our city worldwide and having hosted an event of such recognition, it is up to our business men and women to evaluate the positive and negative effects the Miss Universe left in Doral.

MISS UNIVERSE
